Tour d’horizon sur les banques publiques françaises

Caisse des dépôts et consignations

Comme les autres catégories d’établissements financiers français tels que les banques coopératives et les banques commerciales, les banques publiques sont des sociétés dont la mission est de recevoir des dépôts, d’octroyer des crédits, de fournir des solutions de paiement ainsi que des produits dérivés comme l’assurance ou les livrets d’épargne. Cependant, elles sont détenues et gérées en totalité par l’État ou d’autres personnes morales de droit public.
À l’instar des autres banques de second rang, elles disposent de leur propre stratégie de performance bien que leur modèle économique s’inscrive dans le cadre de l’expression de la puissance publique, c’est-à-dire de la recherche de l’intérêt général.
Le secteur des banques publiques est actuellement dynamisé par trois acteurs majeurs : la Banque Postale, la Caisse des dépôts et consignations et les Crédits municipaux.

Banque Postale : une banque bien en phase avec les normes technologiques en vigueur

La Banque Postale est une banque publique créée au début de l’année 2006, une création motivée par l’initiative de la Poste à disposer de ses propres services financiers. Ses offres n’ont donc rien à envier à celles des banques classiques, quoi que la concurrence soit rude dans le secteur.
Étant donné les spécificités et l’ascension fulgurante de sa valeur actionnariale, elle s’est transformée en société anonyme (SA) en mars 2010. À noter qu’au sens de la loi, il s’agit d’une banque destinée à exécuter un service public. De ce fait, son capital est intégralement constitué d’actifs publics.

Banque Postale

Récemment, la Banque Postale a annoncé le lancement de sa banque digitale baptisée «Ma French Bank»: une plateforme citoyenne et participative où chacun pourra ouvrir un compte sans aucune condition de revenus. Comme toutes les banques en ligne, Ma French Bank est accessible sur mobile depuis un espace personnel ou depuis un ordinateur d’un bureau de Poste et sera disponible sur le marché à partir du début de l’année 2019. La Caisse des dépôts et consignations (CDC) : l’une des plus importante banques publiques d’investissement de la France

La CDC est une entité bancaire publique créée en 1816 et dont le contrôle est assuré directement par le Parlement. Au sens du droit administratif français, c’est une banque publique chargée d’exécuter des missions d’intérêt général comme :

  • la gestion, pour le compte de l’État, des fonds d’épargne (Livret A, LDD, etc.), des régimes de retraite, des mandats publics (fonds européens, registre lié aux gaz à effet de serre…), etc.
  • la gestion, par l’intermédiaire de ses filiales, des activités concurrentielles comme l’assurance de personnes et de l’immobilier, le financement des entreprises (Bpifrance, CDC Arkhinéo…), le développement des infrastructures (CDC Infrastructure), la lutte contre le réchauffement climatique (CDC Climat et CDC biodiversité), etc.
  • la consignation qui consiste à recevoir des fonds, à les conserver et à procéder à leur restitution si les personnes bénéficiaires satisfont aux conditions requises
  • le rôle d’investisseur institutionnel au nom des organismes publics

Caisses de crédit municipal : des banques publiques disposant du monopole du prêt sur gage

Appelées communément des «Monts-de-Piété», les Caisses de crédit municipal ont reçu cette dénomination pour leur flexibilité en matière de prêts destinés aux personnes les plus modestes. Ce sont des banques publiques classées dans la catégorie «établissement public communal». Comme évoqué plus haut, elles sont les seules à pouvoir octroyer un prêt sur gage. Mais comme le cas des banques commerciales, elles proposent également des crédits sur-mesures et disposent de produits dérivés innovants pour rationaliser l’épargne des clients tout en offrant des services de paiement à coût raisonnable.
Depuis janvier 2010, les Caisses de crédit municipal ont reçu l’agrément de l’Autorité de contrôle prudentiel et de résolution (ACPR).

    – l’ordonnance n° 2006-346 du 23 mars 2006
    – l’article L315 du Code de la Consommation
    – le décret 2006-1540 du 6 décembre 2006?

En somme, l’AMF est un acteur clé pour garantir la sécurité des investisseurs et la transparence des marchés financiers en France.
